1. CALL TO ORDER

Chair Jeremy Harwood called the meeting to order at 4:00 pm.

2. APPROVAL OF AGENDA

Gary Steeves was added as a delegation.

3. APPROVAL OF PREVIOUS MINUTES

That the Minutes of the October 16 2017 Magic Lake Property Owners’ Society Directors Meeting be approved.

4. DELEGATIONS

  • Gary Steeves re proposed Lively Peak emergency egress from Magic Lake Estates

Gary questioned whether the Scarff Road to Ketch Road (Lively Peak) route was the best one for emergency egress from Magic Lake Estates.He advised that 6 options had been considered and requested that MLPOS look at alternatives.He noted that the Lively Peak route is topographically difficult, expensive and susceptible to a track that a fire would take.He advised that the Capital Regional District (CRD) did not review all options.

Gary asked that MLPOS review all options and advocate for the best one to save the Lively Peak Park.He further identified a covenant on title to which MLPOS is a signatory.

Art Curtis, who also sits on the Board of the Pender Islands Fire Rescue Society advised that of the other options looked at, Lively Peak presented the fewest barriers; that there is a right-of-way on the park property for that purpose and approval from the owner of the adjacent property through which the route also goes has been secured.Some of the other options examined meant dealing with other government agencies such as Parks Canada or the Ministry of Transportation and Infrastructure.He commented that there are additional egresses needed from Magic Lake Estates.He also noted that the emergency egress would not only be used in the event of a wildfire, but would also be needed if there was a road blockage that would prevent ambulance or other emergency responders from getting to a site on the other side of a blockage.

As an action item, MLPOS Board Art Curtis, coordinating with Joanna Rogers, will look into the covenant.

  • Barb MacPherson re request to MLPOS for donation to Santa’s Sac

Barb sent an email to MLPOS requesting that MLPOS provide a donation to help support Santa’s Sac, which provides assistance to families and seniors at Christmas. She noted that the need had increased from 107 people in 2014 and 2015 to 116 people in 2016; and advised that there are no administrative costs with Santa’s Sac.

That MLPOS donate $500 to Santa’s Sac.

Barb was thanked for the good work that Santa’s Sac does.

  • Rachel Lenkowski re possible upgrades to playground at Magic Lake tennis courts

Rachel was not available for the meeting.

5. BUSINESS ARISING FROM MINUTES

Appeal to Assessment Appeal Board re Thieves Bay Marina

Kathy Gilbert stated that there are two issues: one the value of the marina and secondly, the methodology used by BC Assessment.

That the Board of the Magic Lake Property Owners’ Society accept the offer from BC Assessment to re-value the improvements at Thieves Bay Marina from $438,000 to $337,000 for a total value of $713,000.

Jean Deschenes advised that revenues were down as there were no moorage payments and office expenses were up. The marina and tennis courts incurred routines expenses.

7. DIRECTOR REPORTS

Glenn Henderson advised that an 8hp motor had been donated and refurbished. He and Joanna will offer the motor to marina members.

Ian Syme advised that some trees near A dock had been cut down for visibility purposes and ditching work had been undertaken to improve drainage. He also advised that BC Ambulance had requested that railings be installed by the ambulance berth, replacing cleats.

  • Recreation / Tennis Report

None.

Dave Reed advised that a referendum will be forthcoming to vote on funding required for sewer system upgrades.

9. New Business

Paul Barber re Magic Lake Estates sign near Firehall #2

Paul presented a concept drawing which would see an update to the existing Magic Lake Estates sign.

That the MLPOS Board approve the concept presented by Paul to update the Magic Lake Estates sign near Firehall #2.

Subject: Santa's Sac for Magic Lake Property owners

Greetings Members of the Magic Lake Property Owners' Society, I am writing to

you to thank you for your support in past years and to ask if you would consider

supporting Santa's Sac again in 2017. We offer food vouchers to individuals and

couples from Tru Value and food for a week including a turkey or ham to families.

Last year we had a 20% increase in demand over the two previous years which

meant we supported 22 families which included 47 children. Each child is given a

gift from "Santa" which the parents request up to a $50 value per child. These

gifts are then put in a plastic bag with wrapping paper and tape to allow parents

the pleasure of wrapping the gifts. We also deliver a small package of home

baking and donated chocolates from the pharmacy and a poinsettia to our older

seniors and shut-ins. Many of our clients live in Magic Lake so your funding truly

stays close to home.

For the past several years you have donated $250 per year. We are most grateful

but if you can donate more, we assure you it will be put to good use. Every cent

donated goes directly to those from whom Christmas is a challenging time of year.

This truly is an Island where miracles happen and where we do support our

vulnerable population.
