5. BUSINESS ARISING FROM PREVIOUS MEETING

6. TREASURER`S REPORT
Treasurer Jean Deschenes reported that regular moorage fees collected were down year over year. Casual moorage and tennis fees were up. Property taxes were down from the previous year.
Jean recommended that at the AGM, additional funding toward upgrading the playground at the tennis courts be allocated.
It was noted that Chair Harwood had done some research in this regard and that he be tasked with presenting this item.

7. DIRECTOR REPORTS
Marina
Glenn Henderson advised that the kayak group at the marina will be taking the lead on future improvements proposed for the kayak rack. Peter Murphy has offered to hold the kayak contract with the marina in his name; and that all kayak rack users be required to sign the contract. Kayak users will liaise with Peter Murphy and Peter will liaise with the Marina General Manager.
The volunteer appreciation dinner was held on July 17 at the Golf Course. Some donations to Magic Lake Property Owners' Society were received at the dinner and from some casual moorage users.
It was noted that some users at the marina are not Magic Lake Property Owners' Society members, relying on the use of a slip being on contract with a marina lessee.
It was further discussed that all boat owners at the marina must sign the contract, provide a declaration of ownership of the boat(s) and provide proof of insurance with all boat owner names be on the insurance.

Note: This resolution may require amendment at the October 7 2019 meeting to clarify that the above does not include casual moorage users.
Glenn noted that a stockpile of material will placed at the marina for use in the event of a storm that requires work on the breakwater.
Glenn also stated that implicit in the marina contract holder, including absentees property owners, is an expectation that they will help with volunteering with marina work. This is not limited to construction work at the marina, but might include bookkeeping, picking up supplies for the marina, helping with work party lunches, and other work. In order to provide an incentive to volunteer, a 2-tiered fee structure was named as a possibility. Discussion will take place at the AGM.
Glenn will prepare a report to be presented at the AGM.
Bob Coulson reported that the dog waste container is being used and that Waste Management is doing the waste pick-up.
A brief discussion on marina signage followed, with Art Curtis volunteering to examine whether additional signage of improvements might be made.
Recreation / Tennis Report
Mike Wiley advised that pickle ball court lines will be painted soon.
Director-at-Large
Dave Reed reported that the Islands Trust has refused new applications for short term rental accommodations (STVRs) in Magic Lake Estates, primarily over concerns regarding sewer system impacts. The sewer system borrowing referendum will be held on November 23 2019. Enforcement actions are on-going with respect to unauthorized STVRs.
Jean Deschenes is now on the Magic Lake Water and Sewer Committee.

9. NEW BUSINESS

Web Site Maintenance
Magic Lake Property Owners' Society has been advised that web site manager, Lisa Moorby has many commitments and is unable to continue with maintaining the Magic Lake Property Owners' Society website. Joanna Rogers and Jean Deschenes will assume responsibility for updating the website. Joanna was asked to monitor the time spent on website maintenance.

Recruitment of new Marina General Manager
As this is a team member of the Magic Lake Property Owners' Society, the marina team will meet to discuss recruitment of a new general manager as well as other issues pertinent to the marina.
2019 AGM

THAT the proposed AGM package presented at the September 9 2019 Board meeting be approved for circulation to Magic Lake Property Owners' Society members.
CARRIED
Jean Deschenes will circulate the financial statements that will be presented at the AGM to Board members for Board approval as soon as possible.
